Hmm, I don't know if I missed something, but...

When I look at CRB in Paizo, there is also another boat, which is a row'boat', and coincidentally, the dimension of Folding Ship's 'boat' mode is closer, or maybe almost same as the rowboat. Thus, I think it used rowboat speed (1,5 mph) or maybe more for its 'boat' mode.

Rowboat:
This 8- to 12-foot-long boat with two oars holds two or three Medium passengers.

Part from Folding Boat description:
...Yet when the proper command word is given, the box unfolds itself rapidly in the space of a single round to form a boat 10 feet long, 4 feet wide, and 2 feet in depth.

...The boat can hold four people comfortably

As for the 'ship' mode, I'm not very sure, but Ship's Boat dimension in Skull & Shackles is close to Folding Boat's 'ship' mode size. So...I guess it can use Ship's Boat's stat for its 'ship' mode.

An average ship's boat is 16 to 24 feet long (though the largest ship's boats can be upward of 30 feet long) and has anywhere from four to 10 oars as well as a single mast with a square or lateen sail.

Cargo/Passengers 2 tons/up to 12 passengers (depending on size, a ship's boat can carry up to a total of 16 Medium creatures, either as crew or passengers)

Part from Folding Boat description:
...A second command word causes it to unfold even further into a ship 24 feet long, 8 feet wide, and 6 feet deep.

...while the ship carries 15 with ease.

Well, that's all I can find about the boats/ships comparison. Maybe I can find more later...
